Researching the Needs of the NEET Group in East London
Background
The Entry 2 Employment (E2E) Programme is an innovative multi-agency lead programme which seeks to address the support requirements of young people between 16 and 19 years of age who are considered as NEET (Not in Education, Employment or Training). CSC was commissioned by the London East Connexions
Partnership (LECP) and the Learning & Skills Council London East (LSCLE) to undertake research into the needs and barriers to engagement faced by the NEET group across the 10 boroughs in the London East coverage area to ensure that the core services targeted at this group continue to fulfil their needs.

Our Role
CSC’s role involved close consultation with both strategic and delivery stakeholder, together with innovative peer-led research techniques which involved recruiting, training and managing a Youth Research Team of Connexions users, to undertake field research questionnaires at a variety of locations across the ten boroughs within the partnership.



This core activity was enhanced by convening focus groups across a variety of E2E and other projects, which were led by young people themselves and focused on testing and refining the findings from the questionnaires.



This activity established a holistic and robust assessment about the services provided to the NEET group and how future plans could be refined and developed to meet their support needs more effectively.

Delivery
Project Management was controlled by a Project Execution Plan, to support CSC’s ISO accredited quality assurance and project management requirements.
Innovative use of Youth Research Teams and peer-led focus groups was imperative to the successful delivery of this consultation, enhancing the richness and quality of consultation achieved. This also provided an
opportunity to support the ethos of the services involved by directly investing paid, skills development opportunities for all members of the Youth Research Team, who were presented with a certificate testifying to the skills they had developed and were able to cite CSC as a reference when seeking future employment.
