| Background |
Jubilee Gardens is a park adjacent to the London Eye on the South Bank of the River Thames, in the London Borough of Lambeth. The Jubilee Gardens Steering Group (JGSG), which brings together local landowners, employers, and community and public authorities, is working with the Commission for Architecture and the
Built Environment (CABE), to oversee a design contest as a process for transforming the gardens into a world-class park.

| Our Role |
CSC undertook a comprehensive survey of current and possible future usage of Jubilee Gardens. We recruited and trained a local research team who successfully completed over 700 questionnaires with people
visiting Jubilee Gardens. The report produced by CSC was used to inform the development of the design specification for the gardens which was sent to leading international landscape architects. Once a design team had been chosen by the steering group, CSC managed an extensive six day public consultation on the selected design for Jubilee Gardens, to capture feedback from different user groups about the design, before a planning application was submitted to Lambeth.

| Delivery |
The consultation focused on eight specific theme areas of the proposed design to ensure the proposed design was communicated in a coherent and consistent way throughout the consultation process. CSC developed a comprehensive suite of tools which formed the basis of the consultation process. To encourage in-depth feedback from all participants the tools were specifically designed to be easy to use, and provide both a visual representation of people’s views as well as capturing detailed comments and opinions.
Our client was keen to ensure that a local community organisation had an active role in the consultation process. We utilised the strong links this organisation had with various local community groups to develop a roaming exhibition on the proposed design for the gardens, visiting key local venues to ensure maximum access for people to engage in the consultation. A final report analysed the feedback received from participants and highlighted the strengths and weaknesses of the design as perceived by participants, and to
be considered by the steering group before submitting a planning application to Lambeth.
