Horton Kirby & South Darenth Parich Council
Background
The village was once the home of a large paper mill, but this has been derelict for man years, and was more recently sold to a housing developer. As part of the Section 106 settlement, funding was made available to extend the village hall. This is a well loved building, but is currently operating to capacity and many of its facilities are in urgent need of upgrading.

Our Role
As the existing building could not cope with the demands of a rapidly expanding resident population, the Parish Council wished to identify how the funds available from the S 106 agreement could be best used. Given the limited number of youth facilities in the village, and existing problems of low level vandalism and anti scial behaviour, they were particularly concerned that these problems might be exacerbated when new family units were developed.

CSC explored the priority local demands for new community facilities, and explored with local service delivery agencies what they might be able to provide from the new centre. These came together to produce a costed business plan which showed what might be provided from the funds available, the revenue cost implications, and the management demands on the Parish Clerk and her team.
