| Background |
Despite having excellent transport links to the massive job markets in the centre of London, Haringey has one of the worst long term worklessness problems in the country. Part of the issue is that the Borough is host to one of the most diverse populations in the country, with many new arrivals having neither the language or vocational skills to compete in the job market; many are also disadvantaged through long term health problems; and there is also a hard core of indigenous white families, where there has been no history of employment for some three generations.
The Haringey Guarantee was therefore devised to create a partnership with employers, colleges and training providers, and community organisations to overcome the specific barriers preventing people from finding work.

| Our Role |
Following a tendering exercise, CSC was appointed to work alongside the Council team and their partners to identify which approaches were working, and which were not living up to expectations. By reporting progress at regular intervals, we were able to advise on the distance travelled, and make recommendations on the approaches that should be developed and expanded.

| Delivery |
In this evaluation, we maintained regular contact with the project leads, and also regularly took the views of local people participating in the programme. This information enabled us to identify the cuccessful approaches, and a review of published material from ONS and other sources enabled us to demonstrate that the gap between Haringey and the rest of London in the local unemployment rate was closing.
