Background
CSC had been engaged in 2004 to undertake mid term evaluation of the NDC's entire education programme. At that time, it had been premature to review the impact of the very recently implemented capital projects, so we were asked back towards the end of the programme's life to do this.

Our Role
The exercise was more than "tidying up" as the NDC wished to inform the Council and others of outstanding needs to inform the developing BSF programme in the Borough. We were also asked to make recommendations on how the schools programme could support and benefit from the 2012 Games.

Delivery
Our consultancy team interviewed a range of key players among the teaching staff and Governors at each school, and longer standing postholders were particularly chosen to offer a comparison of conditions before and after the improvements. We spoke to managers of two nursery projects that had also received funding to improve their facilities, and we of course interviewed parents and carers to see how they and their children felt about the programme.

We were able to paint a very positive picture of the programme's impact on teahcing and learning conditions, but were also able to make recommendations on outsatnding needs and opportunities that could be met from other programmes in future.
