| Background |
St Mary Cray is a pocket of deprivation in the London Borough of Bromley, which is an otherwise generally
very prosperous local authority area. The area is prone to a substantial number of social and economic
disadvantages, and yet lacks many of the facilities that would help residents to overcome problems and
improve their future prospects. The Parish Church, however, wished to explore the possibility of using the
existing Scout Hut, which is asbestos built and not fit for purpose, for a wider range of constructive community
facilities.

| Our Role |
CSC was recommended to the client following our work in advising a Church in Chatham on the possible uses
of its Hall. Planning permission had previously been secured, but research was needed to support
applications for funding towards the capital costs of the development. Our role, therefore, was to explore
community needs and existing service provision in the area, and to make recommendations to the Priest and
Parochial Church Council on potential end uses for a new facility.

| Delivery |
We undertook background research of published material, conducted a questionnaire survey of local people
and spoke to several members of service delivery agencies in the public and voluntary sectors. This research
identified that there was a pressing need for indoor sports facilities as a method of addressing problems of
anti-social behaviour, and for a general community centre that could deliver a range of services including:
Family support services
Social facilities for the older population
Play and learn facilities for younger children
Advice, information and guidance
Adult learning and capacity building as part of a Job Search programme
The report will now be used as a tool for securing funding for a new developments.
