| Background |
The All Saints neighbourhood is within the remit of a number of regeneration initiatives. Sitting in a particularly
acute pocket of deprivation the All Saints Neighbourhood Renewal Initiative Partnership identified the All
Saints Church site as a potential location for an all purpose community facility, delivering the services most
needed by local people. It was, however, important to ensure that the proposed facility, whilst meeting local
needs, avoided duplication and was capable of attracting sufficient resources to remain viable in the long
term.

| Our Role |
In order to support the development of community facilities and to secure the necessary funding CSC was
commissioned to undertake a feasibility study, mapping of existing facilities and production of a robust
business plan. All of these were based within the context of the identified needs of local people, deliverability
and work undertaken to date by the Partnership and others.

| Delivery |
Driven by a CSC Project Execution Plan and close co-operation with the Partnership, our methodology was broken down into three main areas of activity:
Development of a feasibility study that involved consulting with service providers; identifying stakeholders’
requirements; consulting with local residents; identifying potential capital and revenue funding; assessing the
feasibility of the site to house an all-purpose and flexible community facility, including the development of a
number of design options.
Mapping of existing organizations that provide community services either from facilities within the community
or from a base outside the area, to avoid duplication or gaps in provision. The resulting directory of facilities to
be used as a resource to direct users to existing resources.
Production of a robust business plan to act as a blueprint for the development, identify the level of funding and
income generation required, and serve as a promotional tool to attract funding and other support. The
business plan was based around the favoured design option.
